RURAL LANDOWNERS 

Your equestrian rights are under threat in Kitsap County, Washington!


A newly proposed zoning revision would strip protections for horse facilities, force small barns and riding schools into costly conditional use permits, and ban most classes, clinics, or shows without special approval.

Key changes proposed:

  • Redefining “equestrian facility” so it’s no longer considered agricultural.

  • Eliminating the ability to run lessons or training clinics as an accessory use.

  • Requiring Type II or Type III permits even for basic boarding or small-scale operations.

  • Mandating 50 ft setbacks for barns & stables, and 200 ft for manure/paddock areas.

  • Declaring that public events (shows, clinics) are outside “routine use” and need their own permits.

  • Imposing strict requirements on odor, runoff, manure management, noise, etc.

These changes would make it nearly impossible for small, private horse operations to survive.
